A costly barrier to affordable
housing in many parts of the state is the
lack of an adequate housing stock and public
infrastructure. HOC development activities
are designed to overcome such barriers.
HOC’s construction program will take full
advantage of RCHA experience in housing construction
and rehabilitation by contracting with their
employees and subcontractors to undertake
the HOC’s homebuilding activities. In the
near-term, HOC anticipates constructing six
to eight new homes per year under this agreement,
of which some will be lease-purchase.
Land development will be tied to future
neighborhood revitalization activities, as
well as new initiatives to undertake land
banking and infill housing. HOC will explore
the use of SHOP/HAC funding for land and
infrastructure development to reduce costs
and increase project feasibility and affordability.
A special focus of this work will be to assist
current trailer and property owners to build
permanent housing.
