The HOC provides training, counseling, financing, and development services directly to home buyers, sellers, and owners in the seven counties that surround the Elkins office: Randolph, Barbour, Tucker, Upshur, Lewis, Pocahontas and Pendleton.

These services are directed primarily to low-to-moderate income households, first-time homebuyers, displaced homemakers, and land and mobile home owners.

The HOC may meet requests for mortgages or construction services from other nearby counties or CommunityWorks members as feasible.
